A senior member of the Indian Administrative Service (IAS), Ritu Maheshwari possesses an illustrious career spanning more than 22 years, marked by exemplary leadership in public governance, gender equality Advocacy, and sustainable urban development. She is highly regarded for her ability to architect comprehensive programs addressing the complex socioeconomic and health-based challenges encountered by underprivileged communities. Her strategic initiatives consistently mirror global standards, aligning with the objectives of UN Women and the UN Sustainable Development Cooperation Framework for India.
Throughout her tenure, she has spearheaded innovative projects integrating gender-centric urban planning with cutting-edge digital health technology. A hallmark of her achievements is the development of the Aarogyam ICT platform—a patented maternal and child healthcare system that received the UN Public Service Delivery Award for its profound impact on health outcomes nationwide. During her administration in Noida and Greater Noida, she championed social inclusivity through the installation of "pink toilets," gender-inclusive transit facilities, and robust menstrual hygiene programs designed to ensure safety and dignity for all women.
As a strategist for large-scale infrastructure, she facilitated the mobilization of $18 billion in public and private capital while embedding gender equity into the developmental masterplans of major urban centers including Noida and Agra. Her professional portfolio involves high-level synergy with international entities such as the World Bank and UNICEF to implement sustainable educational and sanitation models for young girls. Furthermore, she demonstrated significant financial acumen by securing $23.26 billion through the UDAY initiative, ensuring that energy infrastructure empowers women’s economic advancement.
Her crisis management capabilities were evidenced during the pandemic through the distribution of 6.5 million essential kits and the establishment of dedicated healthcare facilities. She previously directed the Ayushman Bharat Digital Health Mission in Uttar Pradesh, expanding service delivery for millions. Recognized for elevating Noida to the position of India's cleanest city, she remains a leader in policy reform and ethical administration. Her historic reorganization of the Kanpur power utility, documented in the film Katiyabaaz, underscores her operational excellence. With a synthesis of high-level policy expertise and community engagement, she remains dedicated to translating international gender commitments into tangible milestones for the nation’s women.
